Beyond Tivat, two developments are reshaping the bay: Portonovi at Kumbor, near Herceg Novi, and Luštica Bay on the peninsula between Tivat and the open sea.

Portonovi

Portonovi opened in 2021 at Kumbor, with a 238-berth marina, the One&Only Portonovi resort, and apartments, villas and penthouses for sale and for rent.

Luštica Bay

On the Luštica peninsula, Luštica Bay is a resort town being built in phases around a marina. The Chedi Luštica Bay hotel opened in 2018, and several neighbourhoods of apartments and townhouses are complete.

Some of the buildings are finished, some are going up, and some are still drawings.

What is still a plan

A large part of Luštica Bay is still to be built, including a golf course that reports in 2025 put at 2029. Treat any future facilities as plans until they open, and expect building work nearby for years.

For buyers

Both developments sell directly to buyers, often off-plan. Off-plan purchases carry more risk: check the building permit, the payment schedule, the guarantees offered and the completion date written into the contract.

Our advice: visit both on the same day, walk the finished parts and the building sites, and ask what will be built in front of the home you are looking at. Use an independent Montenegrin lawyer, not the developer’s, and never pay a large deposit before the legal checks.
