The best way to see the Bay of Kotor is from the water. Group trips leave from Kotor, Tivat, Budva and Herceg Novi for Perast, Our Lady of the Rocks, Mamula and the Blue Cave on Luštica; for a private day, the marinas at Porto Montenegro, Portonovi and Luštica Bay can arrange skippered boats and yacht charters. Choose a licensed operator, agree the price in advance, and go in the morning when the water is calmest.
